National registration number (NRU): annulled
Spain's national short-let registration number (NRU, RD 1312/2024) was annulled by the Supreme Court in May and June 2026. What still applies in Andalucía: the regional tourist registration and the advert rule.
Update, 26 October 2026. The national registration number (NRU) described on this page is no longer required. The Supreme Court annulled the registration procedure and the duty to hold the number to advertise a short-term or seasonal let (judgments of 19 May, 21 May and 1 June 2026, published in the BOE in June and July 2026). The regional registration still applies: in Andalucía the home is registered in the RTA by declaración responsable (Decreto 28/2016, art. 9, as rewritten by Decreto-ley 1/2025, final provision 6, in force 4 March 2025). Since 8 October 2026, Real Decreto-ley 29/2026 (art. 20.2.c) requires every rental advert to show the registration number or code where one exists; as of 26 October 2026, Congress has not yet voted on that decree-law. Checked against the BOE and the BOJA on 26 and 27 October 2026 (first checked 3 September 2026).
The national registration number (NRU): annulled
Royal Decree 1312/2024 created Spain's single digital rental registry (the Ventanilla Unica Digital de Arrendamientos). From 2 January 2025 hosts could apply for a national registration number (NRU) through the Land Registry, and from 1 July 2025 displaying it on every advert became mandatory. In May and June 2026 the Supreme Court annulled the registration procedure and the requirement to hold that number to offer a short-term let on a platform (judgments of 19 May, 21 May and 1 June 2026, published in the BOE in June and July 2026). The numbers already issued no longer condition anything, and no new ones are needed.
The annual February declaration
The decree also required an annual informative declaration to the Land Registry every February (Article 10.4 of RD 1312/2024 and Order VAU/1560/2025); the first and only cycle ran in February 2026. Article 10 is among the provisions the Supreme Court annulled, so the filing no longer conditions your platform listings. Check the BOE before relying on any part of the decree.
The Andalucian layer
In Andalucía, Decreto 28/2016 as amended by Decreto 31/2024 still applies: registration in the Registro de Turismo de Andalucía (RTA) by declaración responsable (art. 9, as rewritten by Decreto-ley 1/2025), compliance with municipal planning rules and the minimum standards (at least 14 m² per guest place, enough bathrooms, ventilation and a way to darken bedroom and living-room windows, and cooling and heating for the months you let) remain mandatory. Every rental advert must show the registration number or code where one exists, a duty that comes from Real Decreto-ley 29/2026 (art. 20.2.c, in force since 8 October 2026; as of 26 October 2026 Congress has not yet voted on it), not from the Junta decree. Since 4 March 2025 a town hall can suspend new tourist homes, in the whole municipality or in chosen zones, for up to three years while it rewrites its plan (Decreto-ley 1/2025, art. 6.2), and since April 2025 communities of owners can authorise or veto new tourist flats by a three-fifths majority - see the community approval law page.
